‘Many surgeons, particularly in Sydney and Melbourne, had taken up shares in private hospitals. This often allows them surgical privileges which they might not obtain in a public hospital. These doctors can generate as many elective or non-urgent surgical procedures as their allocation of beds will permit. The hospitals themselves have an interest in keeping the beds full.’
